SIS graphics chips are “integrated” video cards. These tend to have only basic capabilities, enough to put an image onscreen. It certainly doesn’t have OpenGL 2.0 capabilities. However, the rest of the system should do okay.
Cris is correct that you need a “dedicated” video card (the kind you have to install by hand), but it doesn’t have to be top end unless you shoot in HD. Many of the entry-level cards sold today support OpenGL 2, but you would do better with a midrange video card (these start for $45 at Newegg). For HD work, you should definitely opt for an upper-tier card ($100+) or combination of, as this will speed up previews, rendering, encoding, and other intensive tasks.
Shouldn’t be a problem if you can afford Premiere Pro and video editing instruction, though you might as well get a dedicated workstation instead of trying to upgrade your home computer. Otherwise you’re wasting your time and effort for stuff you could probably do in WMM.
If you’re using a laptop, then your *only* option is to get a better laptop with ATI or Nvidia graphics.
